Who is Sean Elo-Rivera?

Sean Elo-Rivera has made his mark on San Diego, but to whose benefit?  During his time on the San Diego City Council, he has orchestrated what the San Diego Union-Tribune characterizes as a "Trash Fee Con Job" that will cost taxpayers millions of dollars more than initially stated. He has  been accused of behaving poorly towards women, preventing input from the public at City Council meetings, and manipulating City Council agendas.
