Sean Elo-Rivera led efforts to overturn “The People’s Ordinance,” which has provided free trash service for most single family homes in San Diego since it was passed by 85% of voters in 1919.
"In 2022, when San Diego Councilmembers Joe La Cava and Sean Elo-Rivera pushed for Measure B to levy trash fees on single-family homes, they sought to assure the public that all would be well.
"They said the new fees would be an affordable $23 to $29 a month. They said this wasn’t a scheme to raise money for a cash-strapped city because the real aims were “responsible governance, local innovation, and world-class service.”

Elo-Rivera’s Ballot Measure Committee Sent “Misleading” Mailers Supporting Measure B.
Elo's political action committee sent a mailer to voters advocating Yes on Measure B, "...but the mailer does not explain that passage of the measure would allow the City to create a new trash service tax on most single-family households. The mail piece is in support of Measure B in the City of San Diego and is paid for by a committee called ‘Opportunity for All San Diego by Sean Elo-Rivera’ with major funding provided by the Municipal Employees Association, the largest City employee union in San Diego. Elo-Rivera, who is a San Diego City Council and the current Council President, controls the campaign committee.” (La Prensa San Diego, 10/17/22)
Elo-Rivera Affirmed Measure B Was “Not A Rate Increase.”
In a September 2022 op-ed co-written with Councilmember Joe LaCava, Elo-Rivera wrote: “Measure B is not a rate increase. State law requires a cost-of-service study and other steps before any action can be further taken by the city to make any changes to how we manage the cost of waste management. City protocol further requires public hearings on the matter. Without a ‘yes’ vote on Measure B, we can’t even take one step forward to study this issue.” (San Diego Union-Tribune, 9/25/22)

Almost three years after Measure B was passed, San Diego taxpayers are learning the real costs of the measure.
